In answer to Early, the old exemption for members-only events will no longer hold under the new law. Instead of groping about looking for "loopholes" (and, believe me, that one was thought of long ago), you'd do better to put your efforts into persuading the licensees you deal with to apply for a music licence under the new regime. If ministerial assurances turn out to be true, this should not involve extra expense. If unreasonable conditions are applied (local authorities have been told that they should not do this), these can be challenged; though the mechanisms for doing so are not yet clear.
