When I take over this country I'm going to invoke a Constitutional amendment mandating that any election with a 3% difference is legally a tie vote, subject to the next set of procedural rules, which might be a legislative vote. And the legislature in question might just be geographically distant from the electorate in question. (For example, Washington State would have decided whether Gore licked Bush in Florida.)
