Win98 makes it harder to get to device manager. The simplest way to get in is to click the START button, then the HELP that's on the list. Click the Index or Search tab, then type Device Manager. Click Device Manager in the list of subjects that comes up, click Display, and there's a link you can click to open System Properties.

(There are other ways, but this is usually easiest for those not too familiar)

The above should open System Properties, with the Device Manager already selected. Click the "+" beside Drives, and see if it shows the drives, and if there are red marks to indicate they've been turned off.
