I got reviewed in a few German Magazines, but I have never come across Paper Moon either. I live in Köln (Cologne) which is pretty central. Just about any magazine here would have some internet presence. I can't find anything for Paper Moon which looks remotely like a magazine. There are plenty of small, friendly magazines which will review your stuff, so I would not bother with this one, as it is not cheap to ship albums across continents!
