Nothing to stop a duck being Prime Minister. Wouldn't even need to be a British duck. That's the thing with having no written constitution. But they picked the wrong Howard.

If a wise US electorate had voted for Howard the Duck back in the Seventies the lawyers would have blocked it - "natural born" would have been interpreted as excluding anyone who was "natural hatched".
