Thank you, Guest, Rog. That explains my confusion. I didn't realise it was Casper in which phelps wants to put this thing up. That explains the city council of Casper, not Laramie, trying to figure out what to do.

My "Rog" and I have both signed the petition and I plant to send the link to many friends. I am sure those I know in Casper are doing all they can to prevent phelps' abomination.
