You could have dialed *69 five minutes after that, and done the same back to him.... (I am reminded of old Laurel & Hardy movies...)

Well, in my system, of course, we would track that fellow down, arrest him, and have him breaking rocks in the gulag for a few years. His cell would be equipped with a telephone which would ring 850 times a day, and it would always be someone he never heard of trying to sell him something he didn't need. At the end of his period of incarceration, he would be allowed to smash up the telephone with his rock-breaking hammer...or eat it.
