Richard, your inference is that there was one big flash. They need two to prove excessive speed, so hopefully it is an old GATSO camera that has run out of film (apparently, they keep single flashing when they're full. Hope this isn't urban myth!) and not talking to the polis by radio signal. Good luck, anyway.
