in the U.S. there is a Federal communicationsd commissions (F.C.C.)
which regulates the airwaves-bradcasters who do not cmply with
their regualtions are pirates...and may be subjecty to penalty.

you can send sounds either
recorded, or your own live music over Paltalk. HOBER does
have a guest book and they would probaly answer you--try to
send them a question andsee what happens. i think they use
solar power to en4ergize their syustem they are pretty creative folks.
