I think it's the same thing that is called "Kraft Dinner" in Canada...a cheap little box of dry noodles accompanied by a powdered cheese sauce in a little plastic package that you rip open. If you're really poor, you just boil the noodles and mix in the sauce with a little remaining water when the noodles are ready. If you're only moderately poor, you mix in a little milk with the sauce. It's the chosen homemade food of students and unemployed people in Canada.
