The Bush regime is either the most sadly misinformed government one can imagine or they knowingly and with malice aforethought, LIE. This is no great surprise except to some, possibly including DougR, who continue to believe that they have found a knight on a white horse.
Incidentally, I know this is old news- but just maybe seeing it so starkly presented may cause some to rethink some issues. Eb

Bush"What's the difference?" (When asked about the shift from asserting Iraq "possessed" WMD, to Iraq merely exploring "WMD-related-program-activities."
Bush (before the war): "the regime has produced thousands of tons of chemical agents, including mustard gas, sarin nerve gas, VX nerve gas"
David Kay, Bush's own chief weapons inspector: "Iraq did not have a large, ongoing, centrally controlled chemical weapons program after 1991."
Bush (before the war): "Iraq has at least seven mobile factories for the production of biological agents – equipment mounted on trucks and rails to evade discovery."
David Kay:"We have not yet been able to corroborate the existence of a mobile biological weapons production effort."
Bush: "Iraq has a growing fleet of unmanned aerial vehicles that could be used to disperse chemical or biological weapons across broad areas."
(U.S. Air Force Intelligence: The vehicles Bush cited "were never meant to spread toxins"
Bush (before the war): "Iraq could have a nuclear weapon in less than a year."
Bush, (knowing the British allegation had been dismissed by the U.S. intelligence community: Iraq "sought significant quantities of uranium from Africa," and told Americans to fear "a mushroom cloud."
Cheney: "Saddam has, in fact, reconstituted nuclear weapons."
David. Kay: "We have not uncovered evidence that Iraq undertook significant post 1998 steps to actually build nuclear weapons or produce fissile material."
