Willie - I use Netscape rather than IE and don't use Outlook Express. I found similar settings in the computer's Control Panel. I tried the things I could find of what you suggested and so far it looks good. It is early to call it cured, but it looks good. What in the world do all those things on the Advanced tab of the internet connections do? I was afraid to touch most of them because I don't know what they would do. So maybe we have cured this.
