The human brain can see the patterns that the filter can't detect so this stuff gets past the blocks with its message largely intact. The other problem with blocking spam is that senders make it look like it is from legitimate senders of email (via Yahoo, Earthlink, AOL, etc.) and after IP managers blocked those IP addresses and everyone complained that their regular mail wasn't getting through, they had to stop that kind of filtering.
