I'd imagine the reluctance to push ahead with a proper inquiry would be an instinctive disinclination to open a can of worms, when you aren't too sure what kind of worms are contained.

Now if this were the UK, and an inquiry could be handled by an esteemed judge, who knew what was required of him, and could be relied on to come up with the goods, it would be an entirely different matter.
