the rising inflection that I hear in some Canadian speech is 'different' from the cutesy little tweedle used by the girls of the sort in Allan C's wonderful post. Canadian and/or Australian accents & inflection are simply distinctive language ---what 'those' girls do in ALL the cultures is a bit more, and very likely something like Allan suggests.
