Hopefully you've found your answer. The only things that relate to what you describe, that I can find so far, at Mickey'$ Knowledge Base both are cited as pertaining only to Win95/98 and/or IE before ver 5.5.
If you haven't solved the problem, let us know what op system and browser you're using - maybe it would help come up with something.
Q195163: Cannot Change Temporary Internet Files Cache Size. Corrupt folder for History, Cookies, or Temporary Internet Files may cause space allowed for Temp Int Files to be set to ZERO and normal reset fails. Applies only to Win95/Win98 and IE5.5 and earlier. Fix is to to delete the folders and let them be rebuilt when you reboot, but you will probably have to boot DOS to do the delete. Instructions are at the linked article (and also a mention that you can export your cookies before you do it - although in typical Mickey$oft fashion it says nothing about putting them back after you've done it).
If your temp file space has locked at zero, you probably won't be able to copy anything from the web. "Copy" doesn't actually copy from what's "on the web." It copies from the Internet Temp file that downloads to your machine. If the "temp" is small enough, it may fit in RAM to display, but when you click the "copy" command, it has to "make a second copy" which usually means it must have room to write to disk.
The second possibility is that:
"Using a web page containing frames for your "desktop" picture can cause any of several Windows functions to fail."
Breakdown of the Copy/Paste isn't specifically mentioned, but reference is made to "erratic failure of plug-ins and utilities" that might well include those functions. This again is cited as applying only to Win95/98, but unlike the first one above it doesn't say "doesn't apply to other versions" - it's just a very old paper from before the "other systems" existed.
If you're not using Win95/98, probably neither of these would apply; and of course if you haven't changed your "wallpaper" the second one can be dismissed.
