As for licensing, Marion generally relies upon guerilla tactics. If she is asked to move on, she does. So far it seems to have worked out okay. I don't know how it is in Ft. Worth, but in Dallas, a judge ruled that no license is required because "...it is not considered to be an income producing enterprise." I wish judges everywhere would show the same good sense (of humor).
