The FCC has always been a nanny. When I was little (1940s) I read in a newspaper that the FCC had decreed that henceforth the word "diaper" might be used on the radio. The columnist hoped that it would only be used in dry humor.
In those days it was impossible to say anything about sex on the radio -- even its public-health aspects -- because *all* the words, even the medical ones, were taboo.
