Your example of CNN/FOX is correct, but it apples and oranges compared to the Stern ratings/advertising ratio. Networks will spin positive stories around these numbers, which can be misleading as you pointed out. Ratings DO determine ad rates, but it doesn't mean that the network can always sell out commercials at those rates. That is all I'm trying to say here.
