New here's some commentary that a Friend just sent, which might speak to this issue:

At an additional charge of several billion dollars, we can offer them a compilation of all of the various Courts' interpretations of the Constitution.
We can throw in the architectural plans to the Jefferson Memorial to sweeten the deal.
