Alchemy would probably do the skull motif but probably not the glass bottom.
As Pixie said, Black Rose in Camden Lock might be one place, but other than that I think you're looking at a custom job.
Tim Westwood used to do pewter stuff, he used to be based in Bristol (many moons ago) but I don't know where he is now.
