My reference was to the Iraq government of Saddam Hussein, the scapegoat for the US government's failed foreign policy follies known as "Operation Iraqi Freedom". Since we failed to find WMD, failed to be seen as "liberators", GWB has reasoned our purpose for pre-emptively invading a sovereign nation which posed no national security threat to us was: he was in violation of UN resolutions.
