One thing that might be considered about Carter. He is reputed to have one of the highest (if not the) IQ's of all the American presidents.

He may have been too idealistic for the job which requires a certain brutality at times. At least that's what the evidence shows.

I would say that Bush represents a pseudo-religiosity bordering on insanity. Much more a "parson" than Carter could possibly be.
