Kendal.....try talking to your ISP people......it really does sound like Pal is causing a conflict somewhere, maybe changing a setting somewhere.......they may well have experience of the problem and be able to talk you through a fix.
Also, dont know if you use a firewall but maybe something in Pal is causing that to put up the shutters?
