It appears that the best-known recordings of this song were by Tony Martin and Arthur Tracy. http://www.classicmoviemusicals.com appears to be a very credible site - it says the song was written by Moises Simons and L. Wolfe Gilbert, 1931; and was used in the movie musical The Big Broadcast (Arthur Tracy) in 1932. It was the theme song of Arthur Tracy ("The Street Singer").
