.... the interim gov. council in Iraq has defied the U.S. and U.N. and appointed their own leader

I strongly suspect that the rumblings about this from the US are intended to give the man a bit more street cred with Iraqis, in the hope they might be inclined to trust him a little more than if he'd been welcomed with open arms by the occupiers.
