I think you need to brush up on your state funerals in the Capitol Rotunda history there, SRS. There is PLENTY of precedent to follow. It is only a presidential state funeral that hasn't been held in over thirty years. But there have been many, many state funerals where the deceased has laid in state in the Capitol rotunda, including the Unknown Soldier from the Vietnam War, former VP Hubert Humphrey, and FBI director J. Edgar Hoover.

Two DC police officers shot down in 1998 while protecting the Capitol also lay in state there.

One of the great things about the US, really. We allow "the common citizen" to lay in state in the nation's Capitol rotunda too, not just the high up mucky mucks.
