If they can't find Bin Laden, they'll pick up somebody noone has ever heard of, and spin him as being the most important man in the whole Al Qaeda franchise, the man who gives Osama his orders; and within a couple of days they'll have most people making like they've known about him all along, and people will start to believe that is true.
