Thing about the PA is that they didn't ask libraries if some of this stuff could actually be done, like keeping records of the names of everyone who ever checked out a particular book.

It can't.

Sure, I could tell 'em what you have out right now, how many you have overdue, what fines you might owe, stuff that's current. If you brought a book to me and asked me to see who last had it out, I might be able to do so, IF it had been returned in the last week or so, maybe. Beyond that, it's gone.

They shoulda oughta asked.
