If the idea is to reduce the amount of water being carried by a soldier, then why make a meal that has to be made edible by...... adding water?

Now it is very late here and I may be a natural blonde (honestly, under this grey, it's blonde) but why does that not make sense to me?

Reduce the amount of water carried = reduce the amount of water drunk = reduce the amount of water excreted = dried pees. Or peas. Or even pease.
