I believe in the "Doctrine Of Hot Pursuit". Those invaders who crossed over into your territory to start the agression must be chased down, irrespective of any national boundries. If not, they will only re-group and start up again. Two examples of attacks WITHOUT WARNING were the North Korean invasion of South Korea which started the Korean war, and Pearl Harbor which brought the USA into WWII.
