The Roman Empire became increasingly corrupt and incompetent as its external neighbours (many of whom it had ruthlessly trampled underfoot and extorted financial gains from) became increasingly wary and even outright hostile, and its leaders became less able to deal with the situation. Took a thousand years though, so we're stuck with the USA behaving like an arrogant bully for some time yet, I'd say....
