I think this is a question of a breach of "broadcasting etiquette", rather than the other way round. It wouldn't have taken much good sense on the part of someone from the BBC sound crew to check around the area they were about to broadcast from, letting people know what was going to happen and when, and an estimate of how long it was going to take.
