If you can prove you were nowhere near the congestion zone and you don't own the vehicle, then you should be able to appeal.

Surely this defeats the whole principle of English Laws 'Innocent until proven guilty' thing doesn't it? Shouldn't it be up to them to prove that it is your vehicle and you were driving it? I'd be very tempted to put in a counter claim saying I have a picture of Ken Livingstone assaulting me and say it is up to him to prove he was not there!
