I should clarify the Cheney statement--apparently when the VP (from his underground bunker) was attempting to give instructions on what to do, as Donald Rumsfeld had his head up his ass at the time, and the Commander in Chief was apparently not in the mood to give orders that day, he (Dick) was told that the military was scrambling aircraft but did not have clear targets because of lack of radar information (the terrorists had shut off the signals on the hijacked planes). So, when told there were two planes that might be the hijacked craft, and that there might yet be more hijacked planes out there headed for the White House (they knew the Pentagon had been hit and assumed a fourth missing plane was heading towards the capitol), he okayed two planes being shot down by fighter jets to eliminate the possibility they might fly into buildings. He learned soon after this that the fourth plane had crashed. It is a miracle those two others were not shot down.
