allmusic lists an album called "Gathering at the Earl of Old Town," originally released 1970, reissued most recently on the Drive Archive label, CD 41670, 1998. It says it's Steve Goodman's first album. The song in question is called CHICAGO BUST RAG and it's credited to Hildebrand. The opening lines correspond to what mblarson posted at the beginning of this thread.
