I would suggest the current decline began by an overdose of Reagonomics. Clinton's watch ended with the budget balanced for the first time since the Depression, I believe. 'Course that has now been shot to hell by your man's dramatizations of war and fiscal frivolities of one or another kind. The deficit has soared to the largest in history under his (bush's) watch.
