It would be very agreeable if he didn't count, but he does. Not necessarily as an individual, I doubt if it would make the slightest difference if he died, or if he was already dead (which he well may be), but symbolically. In fact dead he would probably be a more effective counter.

In fact I rather assume that when people say "Osama", or when they say "Al Qa'eda" they don't necessarily mean an individual, or even a coherent organisation, they mean an ideology.
