In Orthodox Jewish neighborhoods, synagogues are not planned for. They always evolve as the need grows. Most start out as a quorum (minyan) of 10 males that start praying regularly in some private homeowner's basement. As more people move in to the area, the home based synagogue suddenly outgrows its acommodations and then has to find a more permanent home.
