What we see happening also is the scenario built up in Animal Farm. The novels work well together, although I hesitate to call them novels, what with so much playing out in real life. First you scare the people, then you give the people safety in exchange for freedoms, then you have them by the short and curlies, after which their hearts and minds will follow.
