I realize that it's a bit late to offer a *serious* response to this query, but here goes:
1) Wouldn't one have to accept the charges first, in order to learn whether the call is obscene or not? The only thing you can do is to accept charges *only* when you know the caller's identity.
2)We have occasionally received calls with the automated message "you have a collect call from a pay phone at Orleans Parish Prison," without any identification of the caller. These seem to come in bunches -- we'll get one or two per month for a while, than none at all for a year or so before they start up again.
Unfortunately, we got bunches of these calls while our kids were teenages living at home, often late at night when someone was still out running the streets, and it was entirely possible that a family member was indeed in jail (for underage drinking, smoking pot, being a passenger in a car with a drunk driver, etc.) Only after taking the call did we ascertain that the caller was a stranger calling a wrong number.
The worst thing was, we learned that these collect calls from the local jailhouse were billed at an outrageously high per-minute rate.
One more thing: If any one *does* have an obscene call collection, would you please post the best specimens?
