Morons, yes, but for hunting where they did. Once the bear decided to defend her cub, they probably didn't have much choice. If you have a gun in your hand and an angry full grown bear is five metres away and probably approaching rapidly, your options are limited.

So did the hunters know the bears were in the area, and indeed that they had cubs and so potentially very dangerous? If so, they were morons indeed, but I'd be surprised if they faced more than a nominal fine. I agree with the article that the real negligence lay in their being "allowed to organise a wild boar shoot in the area where the bear was living."
