Even without a recount, it seems there may be as many as 150,000 provisional ballots and another 250,000 or so absentee ballots in Ohio that haven't yet been counted even once. ( don't recall the exact #, but it was said that if Kerry got 88% of the provisional ballot votes and half the absentee ballot votes he would win Ohio even without the recount. That seems quite conceivable. It was overwhelmingly the Republicans who "challenged" voters, and usually voters in heavily Dem precincts who were at the wrong precinct -- the voters who had to vote by provisional ballot.   The absentee ballots are not all military, but even where the military are concerned, a lot of them in Ohio are lower-income black soldiers.

Anyway, Ohio really should have followed the lead of Iowa and New Mexico and held off declaring a winner till all votes were counted.

If when all Ohio's votes are counted, Bush's margin of "victory" has shrunk to about 50,000 votes, a recount would be in order, including and audit of the software that counted votes.
