Colin Powell was the last person in that administration I had an ounce of respect for.

Frankly, I'm surprised he stuck it out as long as he did. I suppose he was dedicated to effecting some sort of decent changes in the way they did things. The fact he's throwing in the towel is pretty telling IMO; he must have a good idea of what's coming up in the future from Jorge and his Loco Caballeros and wants some distance.
