I understand, from NPR yesterday, that a large number of congressmen were shocked to learn of this provision sort of hidden in the depths of the bill, and it looks like it will be repealed rather quickly.

Trouble is, big "must pass" legislation like the budget seems almost made for this kind of rider. Almost nobody (and that's charitable, 'almost') actually reads these big omnibus type bills, and where they are submitted on a rush basis it's almost impossible to know what is being voted on.
