We propose that congress, especially the house, should adopt a rule whereby the minimum time between introduction of a bill and voting on it is proportional to the number of pages in the bill. Say, one hour for each five pages. That way, a one thousand page bill could not be voted on for 200 hours or about 10 days.

Seems fair to us.
