I thought at first you meant a portable blower to save using the bellows! The whistle player at Sutton Coldfield FC back in the 70s would blow up a ballon, fit it over the mouthpiece of a whistle, and accompany himself on a song. Not sure you'd find one big enough to drive a whole set of pipes, though!
