Who decides? No one should have to make that decision. Perhaps....a lottery? Every girl receives, at 10, an implant which may or may not be contraceptive. They will never know if they don't have children because of that, or because of other reasons....
....sure, I see the problems with administering such a program...but that is a possible direction.

(yes...I also see the socio-economic turmoil for a few decades if such a program succeeds....I like it better than a world with 77 Billion people)
