What is needed is to establish a society that is loving and compassionate enough that everyone has a decent level of material life, access to medical care and a good education, and freedom from fear and oppression. A society where people share the blessings of life in a reasonably equal fashion, as equal brothers and sisters. It is possible.

Under those circumstances you would find that most people would naturally choose to have smaller families, to accumulate less unnecessary stuff, and to generally rise to a higher level of awareness.

It is gross inequality, poverty, oppression, want, and fear that keep people in a miserable and deluded state of mind.

I know perfectly well what the solutions are, because I have already personally found them.
