Isn't the question missing the point - if any individuals or groups of people want to go to the lakes, what do they feel prevents them? If they don't want to go to the lakes, why should they be persuaded to? Have any of the people who are missing out (according to someone's interpretation of the use of the lakes) asked to be allowed into the club? Pink Lad - who are the they that you speak of, and on what do you base your understanding of their reasons?
